New office buildings, restaurant planned near Topgolf

Woodland's Tower Investments LLC has submitted plans for a new development of restaurant and office buildings on Highway 65 in Roseville.

The four-building project would be east of Topgolf at 1720 Freedom Way, on about 4.7 acres of undeveloped land directly west of the freeway.

Scott Bennett, a commercial real estate broker with Colliers International Sacramento who's representing Tower, said the plan has flexibility depending on what kind of tenants decide to join.

"With the first building, we think it's logical for a restaurant," he said. "If we don't find that, we think it's a great site for other office tenants."

According to the plans, Tower is proposing a single restaurant building of 6,000 square feet and three two-story office buildings, one 20,000 and the other two 11,400 square feet each.

Those changes revise previous plans for the site that called for two restaurant buildings of about 10,000 square feet each, with the office buildings substituted for one of the restaurants and the other restaurant's size reduced.

Plans do not show which tenants would fill those buildings, though the restaurant would also have a 2,000-square-foot outdoor patio. Small parking lots would separate each of the four buildings, with the largest of them closest to the restaurant.

Bennett said in addition to dropping the restaurant for more office space, the site could have a building with ground-floor retail and office space on the upper floors. If there's a lot of small office tenants who are interested, the site could have a building of up to 30,000 square feet, he added.

The buildings will be available for lease or owner-user sales. But most likely, none of them will get underway until a tenant is in place, Bennett said.

According to property records, Tower Investments acquired the site in June 2019 for $2.7 million.

"It's a killer site," Bennett said. "They saw the opportunity and fell in love with it."

In addition to Bennett, Tom Walcott and Mark Engemann of Colliers are representing the project's developers. Tower recently completed a similar project in North Natomas. But Bennett noted that Natomas Pointe was the completion of a failed office project under another developer, whereas this is a Tower project from the start.

Borges Architectural Group is the project architect.
